1. The competent body of the entity, according to its statutes, has agreed to formulate the request for the subsidy, indicating the date of this agreement.
2.º The competent body of the entity has agreed to empower the person who has the legal representation of the entity to sign the grant application and carry out all the related procedures.
3.º At the time of submitting the application, the entity is registered in the legally corresponding register, as a non-profit association or foundation, its purpose being the dissemination and cultural promotion of music.
4th The registered office is located in the territorial area of ​​the Valencian Community, and this is stated in its statutes.

8th The entity complies with the regulations regarding the promotion of the employment of people with disabilities or, where appropriate, declaration of exemption from said obligation, in accordance with the provisions of article 7 of Law 11/2003, of 10 April, of the Generalitat, on the status of people with disabilities (DOGV 4479, 04.11.2003), and in article 5 of Decree 279/2004, of December 17, of the Consell de la Generalitat, which regulates measures in administrative contracting procedures and the granting of subsidies to promote the employment of people with disabilities (DOGV 4907, 12.21.2004).
l) Applications will be accompanied by the following documentation (Annex I, section M)

€47 million to protect the intellectual property of EU SMEs in their recovery from COVID-19 and in their green and digital transitions

The Commission and the European Union Intellectual Property Office (EUIPO) today launched the new EU SME Fund , which offers bonuses to EU-based SMEs to help them protect their intellectual property rights and industry (IIP). This is the second EU SME Fund to support SMEs in the recovery from COVID-19 and in the green and digital transitions over the next three years (2022-2024).

Executive Vice President Margrethe Vestager , responsible for competition policy, said: “Small is beautiful, but if SMEs want to grow or lead in new technologies, they need to protect their inventions and creations, just like big companies do. New ideas and expertise are the main added value we have in the EU. With this Fund we want to help SMEs to face these peculiar times and maintain the strength and capacity for innovation for decades to come.”

Thierry Breton , Commissioner for the Internal Market, said: “It goes without saying that SMEs have been particularly affected by the COVID-19 crisis. What does not change is that they continue to be the backbone of our economy, of our ecosystems. This Fund will help SMEs to value their innovations and creativity. This is crucial for SMEs to recapitalize and drive the green and digital transitions.”

The EU SME Fund, with a budget of €47 million , will offer the following support:

  • Reimbursement of 90% of the fees charged by Member States for IP Scan services , which provide an overall assessment of the applicant SME’s PII needs, taking into account the innovative potential of its intangible assets.
  • Reimbursement of 75% of the fees charged by PII offices (including national PII offices, the European Union Intellectual Property Office and the Benelux Intellectual Property Office) for the registration of trademarks, designs and models .
  • Reimbursement of 50% of the fees charged by the World Intellectual Property Organization for obtaining international protection for trademarks, designs and models.
  • Reimbursement of 50% of fees charged by national patent offices for patent registration in 2022.
  • From 2023, other services could be covered, such as partial reimbursement of the costs of prior art searching for a patent, as well as the costs of filing a patent application, and private advice on PII charged by PII attorneys (in connection with patent registration, license agreements, PII valuation, alternative dispute resolution costs, etc.).

SMEs need a set of flexible IIP instruments and fast financing to protect their innovations. This is why, for the first time, the new EU SME Fund now also covers patents. The Commission’s financial contribution, amounting to €2 million , will be fully dedicated to patent-related services. For example, an SME could request a refund of the registration fee to patent its invention in a Member State.

The EUIPO will manage the SME Fund through calls for proposals. The first call is published today on the EUIPO website .

In order to ensure fair and equitable treatment of potential beneficiaries, as well as to ensure effective management of the action, the grant application will remain open throughout the period 2022-2024. Applications will be screened and assessed on a “first in, first out” basis. It is recommended that SMEs with no experience in the field of PII apply first for an IP Scan service and only later for the other services.

At the EU Industry Days (8-11 February 2022), a special session will be dedicated to the SME Fund, where SMEs will be able to ask questions of the experts managing the Fund and receive a practical guide on how to request the different services. The special session is scheduled for February 11, 2022. Context

The EU must increase the resilience of its SMEs to enable them to face the current challenges arising from the COVID-19 crisis and contribute to their transition towards green and digital technologies. The EU harnesses the value of the intangible assets that its companies create, develop and share, helping them to manage these assets more effectively and providing financial support and better access to finance.

The Commission published the Action Plan on Intellectual and Industrial Property to Support the Recovery and Resilience of the EU in November 2020. Among the priorities of the Action Plan, the Commission committed to promoting the effective use and deployment of PII, in particular by SMEs. Specifically, the Commission offered financial support to SMEs affected by the COVID-19 crisis, helping them manage their IIP portfolios and move towards green and digital technologies.

In 2021, the Commission, together with the EUIPO, launched a first EU SME Fund, offering services to reimburse the costs of IP Scan and registration of trade marks and designs at national level. A total of €6.8 million of the budget has been used by 12,989 SMEs from the 27 Member States. In total, 28,065 services were provided in the first year of the initial SME Fund, demonstrating the great success of the action.
